Susan Rubio, D-West Covina, aims to penalize individuals who issue threats at schools or places of worship by broadening California Penal Code 422, which addresses criminal threats. "As a teacher with two decades of experience, I’ve witnessed how threats disrupt education and instill fear," Rubio stated in March. The Black Parallel School Board and several organizations opposed the bill, arguing it could lead to biased interpretations of student behavior and negatively impact marginalized youth, particularly those who are neurodivergent.
