Colvin Chief Reporter New Journal and Guide     Marlene Randall, 87,  the second African American woman to serve on the Portsmouth City Council, died recently, according to a member of the family.     Although she lived in Portsmouth’s Cavalier Manor section and served the city as a teacher, principal, school board and city council member, she was a graduate of Norfolk’s Booker T.
