In 2017, Kelsey Rayner Sr., a 42-year-old Black man, suffered a tragic fate while incarcerated in a Georgia jail. His distress was chiefly recognized by a fellow inmate, who alerted corrections officers that Rayner was in dire need of medical attention as he lay on the cell floor, moaning in agony. Unfortunately, her repeated attempts to secure help went unheeded, with officers even disabling her intercom to silence her pleas. Rayner’s widow later filed a wrongful death lawsuit, culminating in an undisclosed settlement, yet the officers involved faced no repercussions, as Brunswick Judicial Circuit District Attorney Jackie Johnson declared his death a result of natural causes. Following Rayner's demise, his mother, Mae Joyner, established the Kelsey Rayner Sr. Justice for Medical Neglect Foundation Inc. to champion legislative reforms ensuring appropriate medical care for inmates. She aims to prevent similar tragedies through awareness and legal advocacy. A panel discussion is scheduled for November 8, 2025, in Hinesville, GA.
