(Special to The Dallas Examiner) – Interim City Manager Kimberly Bizor Tolbert recently announced the creation of a new role in her interim administration: chief of strategy, engagement and alignment. This first-of-its-kind position for the city strengthens Tolbert’s commitment to streamlining the city’s organizational structure and delivering “service first with the urgency of now.”
The office will replace the city manager’s office chief of staff position. The CSEA will serve on the executive management team reporting to the interim city manager and is charged with supporting process improvement and operational optimization, advancing responsiveness, and addressing critical roadblocks hindering organizational efficiency and effectiveness.

The CSEA will lead the design and implementation of initiatives to measure overall performance, drive continuous improvement, enhance citywide communication internally and externally, and foster a culture of accountability for all stakeholders. This role will also coordinate major citywide initiatives, prioritizing stakeholder input before finalizing plans, and as a liaison for the city manager’s office, will coalesce, activate and leverage external expertise and resources to achieve greater overall alignment.
