Assemblymembers Mia Bonta (D-Alameda) and Corey Jackson (D-Moreno Valley), part of the California Legislative Black Caucus (CLBC), are heralding the enactment of two pivotal bills designed to enhance educational outcomes. On October 3, Governor Gavin Newsom approved Assembly Bill (AB) 1230, proposed by Bonta, which revamps the expulsion process through the Expulsion Rehabilitation Plan Reform. This legislation mandates that school districts aid expelled students in accessing crucial resources for rehabilitation, while eliminating financial or transport obstacles to reintegration. “AB 1230 is now law. We are committed to ensuring that expelled students receive personalized support to help them thrive,” Bonta remarked. This law seeks to rectify California's inefficient expulsion procedures that have historically marginalized certain student groups.Additionally, Gov. Newsom also signed AB 563, introduced by Jackson, which bolsters the Early Childhood Policy Council's oversight by necessitating comprehensive data analysis in its annual reports. This aims at facilitating smoother transitions into K–12 education and ensuring equitable access to early learning opportunities.
