A homeless individual in San Diego has initiated a federal civil rights lawsuit, accusing a local police officer of violence during an incident last year, while other officers allegedly failed to intervene.Cleo Barry was “peacefully situated” near San Diego City College on August 15, 2024, when Officer Rogelio Medina and three others approached him, a day after Medina had issued a citation for unlawful camping. The legal complaint notes that Barry warned Medina not to touch him, recalling a previous incident where Medina had attacked him.According to Barry, Medina ominously stated, “I’m not done with you,” before handcuffing him without explanation and allegedly assaulting him, resulting in a broken nose and shoulder.
