Rock Hall Housing Project on Pause, Bemax Contract Suspended

Plans for a new housing complex in Rock Hall, Castries, are on hold for now, Prime Minister Phillip J. Pierre has disclosed. The contract with Bemax LLC, which was tasked with finalising the design, financing, and construction of 66 apartments, 14 commercial units, and a recreational area, has also been suspended.
The disclosures came at the prime minister’s end-of-year media conference on Wednesday when he was questioned about the status of the project.
“What stopped the work was our adherence to principle and policy. We were not continuing unless we had planning approval. That’s how this government behaves, that’s how we act,” Pierre said.
When he was further pressed about the start of the project which the contract with Bemax identified as February 1, 2024, he responded: “That [contract] has been suspended…long time.”
An agreement was signed between the government and Bemax LLC on November 3, 2023, for the construction of the housing complex in Rock Hall, under the infrastructure option in the Citizenship by Investment Programme (CIP). The project was gazetted on September 12, 2024, as the Bemax LLC – Rock Hall Housing Development Project.
