On Thursday, 33-year-old Jonathan Felkel, a resident of the same area, was apprehended and charged with high and aggravated assault and battery, unlawful weapon possession during a violent act, and breaching the county's recently enacted hate crime ordinance.This ordinance is classified as a misdemeanor, which may result in a fine of $500 or a maximum of 30 days' imprisonment. However, due to the weapons charges, Felkel could encounter more severe repercussions.Richland County pioneered South Carolina's hate crime legislation, making it unique within the state. Following the shooting, Felkel reportedly uttered, “keep on running boy,” indicating his intent to instill fear based on the victim’s race. Judge set Felkel’s bond at $1 million, including a $1,100 bond for the hate crime charge.
