Black Man’s Complaint Results In Penalty For Massachusetts Officer Who Used Force And Later Provided Dishonest Explanation

In March 2023, Massachusetts police apprehended Sodiq Folarin Amusat, a shirtless Black man, due to a noise complaint as frigid temperatures fell below freezing. During his booking, officers grew irked by Amusat's continuous requests for a sweatshirt and explanations regarding his arrest. Lawrence Police Captain Michael Mangan became increasingly frustrated, ultimately employing a “clothesline” maneuver that forced Amusat into a metal door, resulting in injury. Mangan then submitted a misleading report, alleging that Amusat had attacked him, a claim contradicted by security footage. On October 28, Mangan was indicted on federal charges, including deprivation of rights and filing false reports. The incidents leading to this indictment were scrutinized, revealing efforts to conceal Mangan's assault. The video, released by NBC10 Boston in January, prompted a federal investigation, highlighting the unhealthy culture within the department. A lawsuit filed against Mangan and the city alleges assault and emotional distress, calling the actions “inhumane" and “unacceptable.”
