Seven months post-Neal's tragic demise, investigators have been scant on specifics regarding the circumstances surrounding his death. Authorities have directed blame at Dornell Bargnare, the sought individual, claiming he struck Neal while fleeing.Notably, Moulton deactivated his body camera after discovering Neal's body, violating department protocols, which stipulate that recording must continue until the scene is secure. Furthermore, Moulton’s decision to pursue a suspect over a minor offense contravenes policy designed to safeguard bystanders. The Florida Highway Patrol’s report suggests Moulton’s vehicle struck Neal, yet camera footage obscured the incident.
