NAACP Presses for Progress on Delayed California Reparations Legislation

The NAACP is calling on California legislators to advance two reparations bills that are currently stalled. As reported by The Observer, Senate Bills 518 and 437, designed to enact the recommendations of California’s Reparations Task Force, have been relegated to the Assembly Appropriations Committee’s “suspense file,” a classification for bills with considerable financial implications.
The California-Hawaii State Conference of the NAACP voiced concerns regarding these bills, authored by Senator Akilah Weber Pierson (D-San Diego) and endorsed by the California Legislative Black Caucus, due to their delay in progress. “For generations, Black Californians have endured systemic harm without recompense,” stated Rick L. Callender, president of the NAACP California-Hawaii State Conference. “These bills present an opportunity for the state to begin addressing this issue.”
SB 518 proposes the establishment of a state agency dedicated to reparations for the descendants of enslaved individuals, while SB 437 would enable California State University to utilize genealogical research to authenticate eligibility for future reparations initiatives. To address funding anxieties, Weber Pierson noted that $12 million is already allocated in California’s 2024 budget.
